Nandyal MP Byreddy Shabari voiced strong support for the Transgender Persons (Amendment) Bill, 2026 in the Lok Sabha, calling it a historic step toward ensuring recognition, dignity, and justice for the transgender community in India. Speaking during the discussion, she said that while some concerns have been raised in recent months, a detailed reading of the bill shows that many of these are based on misunderstandings within certain sections of the community.
Highlighting the cultural context, Shabari noted that transgender individuals have long held a place in Indian tradition. She referred to examples from mythology, including references linked to Lord Rama, and symbolic representations like Ardhanarishwara, Ila, and Brihannala, to underline that respect and identity for transgender persons are deeply rooted in Indian society.
She explained that the bill expands its scope to include not just transmen and transwomen, but also individuals with gonadal disorders, genetic variations, and hormonal differences. According to her, the legislation provides a structured legal pathway for transgender persons to update their birth certificates, change their names and gender, and obtain official recognition as male, female, or third gender through a medical board process.
At the same time, Shabari raised concerns about the misuse of transgender identity for accessing benefits. She pointed out that instances of false claims are increasing, particularly in areas like her Nandyal constituency. Without a proper verification system, she warned, such misuse could extend to sensitive areas like reservations and welfare benefits, affecting genuine beneficiaries.
The MP also emphasized the stronger legal protections introduced in the bill. Amendments to Section 18 propose stricter punishments, ranging from 10 to 14 years of imprisonment, for crimes against transgender individuals. These include forced surgeries, physical abuse, exploitation, kidnapping, and coercing minors into gender transition. She stated that these provisions would act as a strong deterrent and reduce the need for victims to seek justice through prolonged legal battles.
On the welfare front, Shabari highlighted ongoing support through central schemes like SMILE and Ayushman Bharat, which provide healthcare, shelter, and rehabilitation services. She also mentioned that Andhra Pradesh has a significant transgender population and noted steps taken by the state government, including the distribution of auto-rickshaws and a monthly pension of ₹4,000 under welfare initiatives.
Criticizing previous governments for neglecting the community, she said the current approach is more inclusive and focused on equality. She concluded by urging the government to consider all concerns raised by the transgender community, expressing confidence that the bill would ultimately deliver real empowerment and justice.
