Mumbai/Ahmedabad: India’s first high-speed rail project — the Mumbai-Ahmedabad Bullet Train corridor — has run into a sharp cost escalation after facing a delay of over four years. The revised project cost has been pegged at around Rs 1.98 lakh crore, marking an 83% jump from the earlier estimate of about Rs 1.1 lakh crore, as per a TOI report. While the overall project completion has now been pushed to December 2029, officials have indicated that the first operational stretch between Surat and Bilimora is expected to be inaugurated in August 2027, bringing the country closer to launching its first bullet train service.
Bullet Train Project Cost Revised: What Has Changed
The cost revision was discussed during a briefing held under the government’s Pragati initiative, where Railway Board Chairman and CEO Satish Kumar confirmed that the revised estimate is still awaiting final sanction and is likely to be cleared in the coming weeks.
The revised number reflects the financial impact of prolonged delays, including construction-related escalations and changes in overall execution timelines.
Why the Bullet Train Project Got Delayed
Officials and project updates have repeatedly pointed to multiple bottlenecks that slowed down the corridor:
- delays in land acquisition
- time taken for statutory/environment clearances
- delay in finalisation and procurement of rolling stock (trainsets)
- complex construction packages, including underground and tunnel works
The delay has not only pushed deadlines but also significantly inflated the total project cost.

The updated rollout is now being planned in stages rather than waiting for full corridor completion.
Key dates to know
- First section (Surat–Bilimora): scheduled for inauguration in August 2027

This phased launch is aimed at beginning limited passenger operations while the remaining work continues across Maharashtra and Gujarat.
What Corridor Is Being Built
The bullet train project is being implemented by the National High Speed Rail Corporation Limited (NHSRCL) and covers a total corridor length of:
- 508 km (Mumbai to Ahmedabad)
Once operational, the corridor is expected to drastically cut travel time between the two cities and introduce Japan’s Shinkansen-style high-speed rail experience in India.

Work Progress Update: Where Things Stand
Despite the delays, construction progress has picked up pace in several packages.
As per Railways’ latest status updates:
- overall physical progress has crossed 55%
- financial progress is close to 70%
- more than Rs 85,800 crore has already been spent on the project so far
The government has also pushed agencies to expedite completion, with the project being reviewed at the top level.

A major portion of the bullet train corridor includes technically challenging work such as tunnels, underground stretches, and bridges, particularly in Maharashtra.
