The Delhi Economic Survey 2025–26, tabled by Chief Minister Rekha Gupta on Monday (March 23), projected the capital’s per capita income at Rs 5,31,610 for the current fiscal, marking a 7.92% rise over the previous year. This continues a steady upward trend from Rs 4.57 lakh in 2023–24 to Rs 4.92 lakh in 2024–25. Notably, Delhi’s per capita income is estimated to be nearly 2.5 times the national average, pointing to the city’s economic advantage and the relatively higher earning capacity of its residents.

Speaking on Tuesday, while presenting the budget, CM Gupta noted that Delhi’s per capita income stands at around Rs 5 lakh, while the city’s share in national GDP is projected to inch up from 3.67% to 3.72%.
This comes as Delhi is expected to maintain a healthy fiscal position, with a budgeted revenue surplus of Rs 9,661 crore, accounting for 0.73% of its Gross State Domestic Product (GSDP). The GSDP itself is projected to reach Rs 13.27 lakh crore in 2025–26, reflecting a growth of 9.42%. Tax revenues are also set to rise sharply, with a projected increase of 15.54%, largely driven by GST and VAT collections.
Higher Spending Drives Development Push
The government has significantly increased capital expenditure to Rs 28,115 crore—more than double last year’s allocation—leading to a fiscal deficit of Rs 13,703 crore, still within the 3% GSDP limit. With a record budget of Rs 1 lakh crore, a major share is directed towards schemes and infrastructure. The survey also notes easing inflation and a broader economic recovery, supported by improved consumption, investment, and services activity.
CM Rekha Gupta on Tuesday presented a Rs 1,03,700 crore Budget for 2026–27, calling it a “green budget” with 21% of allocations dedicated to environmental protection. Highlighting what she termed a “triple-engine government,” Gupta said the capital’s growth had accelerated under the leadership of Narendra Modi, while aiming at the previous regime’s “freebie culture” for slowing development.
