Delhi Chief Minister Rekha Gupta on Tuesday presented the Rs 1.03 lakh crore Budget for 2026–27, announcing infrastructure push, governance reforms and welfare measures. Calling it a “Green Budget”, she said 21% of the total outlay will be set apart for environmental protection. In her speech, Gupta said Delhi is progressing rapidly under a “triple-engine government”, while taking a swipe at previous regimes, blaming “freebie culture” and “bad governance” for slowing development. “Delhi has a distinct identity – it keeps rising despite repeated falls,” she said, invoking Maa Durga and other deities. Integrated Secretariat, Housing Push, Chandni Chowk Revamp
A key announcement was the construction of a new Integrated Secretariat, along with housing for government officers. Gupta criticised the previous government, saying it “built Sheeshmahal for themselves but not homes for officers”. The government also announced a revamp of Chandni Chowk, with overhead wires to be taken underground. A budget of RS 200 crore has been allocated for similar projects across the city. The power department will receive Rs 3,942 crore, with subsidies set to continue. Solar panels will also be installed over drains as part of the green push.
Drainage Masterplan, Waterlogging Focus
To tackle flooding, the government highlighted a new drainage masterplan, with CM Gupta calling it the “first in 50 years”. Around Rs 610 crore has been allocated for waterlogging mitigation. Gupta claimed that desilting efforts ensured Delhi saw no flooding last year despite high water levels. The Delhi Jal Board’s budget remains unchanged at Rs 9,000 crore.
Big Infra Push
Infrastructure remains a major focus. The government plans to carpet 750 km of roads with a Rs 1,392 crore allocation. The Barapullah corridor will get an additional Rs 210 crore and is expected to be completed by June. MCD has been allotted Rs 11,666 crore, while PWD gets Rs 5,921 crore. Urban development and housing will see an outlay of Rs 7,800 crore. A Rs 300 crore plan has also been announced for trans-Yamuna development.
Health, Economy, Income Growth
Gupta said Delhi’s share in the national GDP is expected to rise from 3.67% to 3.72%. Per capita income, currently around Rs 5 lakh, is projected to reach Rs 5.3 lakh by 2027, making it among the highest in the country.
In the health sector, Rs 674 crore has been allocated to the fire department following recent incidents. The government will build 750 Ayushman Arogya Mandirs with a Rs 1,500 crore budget, while Rs 202 crore has been set aside to include transgender persons under the Ayushman Bharat scheme. GTB Hospital will get a new trauma centre.
Medical education is also set for expansion, with undergraduate seats increasing to 820 and postgraduate seats to 754. A new ANMOL scheme has been allocated ₹25 crore, along with plans for genetic blood testing, a digital blood donation diary and a real-time ventilator bed monitoring system.
Other Announcements
MLAs will receive Rs 350 crore for constituency development. The government also plans foot-over bridges and continued investment in civic infrastructure. Gupta said the budget aims to balance development and sustainability, even as she noted the absence of the opposition during her speech.
