Prime Minister Narendra Modi on Monday called on all political parties to ensure a constructive and productive Winter Session of Parliament, cautioning against turning it into a “battleground for frustration born out of defeat” or an “arena for arrogance born out of victory.”
Addressing the media ahead of the commencement of the 6th Session of the 18th Lok Sabha and the 269th Session of the Rajya Sabha, PM Modi said that the recently concluded Bihar election reflected the strength of Indian democracy, citing the high voter turnout and increased participation of women.
“Some parties simply cannot accept defeat. I hoped leaders would have composed themselves after the Bihar elections, but their statements show the loss has unsettled them,” he said. He urged the Opposition to participate responsibly, stressing that Parliament should focus on national development and its legislative responsibilities.
Reiterating the need for discipline and seriousness during proceedings, the Prime Minister remarked, “There is enough space outside Parliament for drama. Here, there should be delivery, not drama. Policy should take precedence over slogans.”
PM Modi said India’s economic momentum has strengthened confidence in the country’s goal of becoming a developed nation. He emphasised that both the government and the Opposition share the responsibility of strengthening democracy through meaningful debate.
The Winter Session, beginning December 1 with 15 sittings over 19 days, is expected to take up 13 Bills. These include the Central Excise (Amendment) Bill, 2025, and the Health Security and National Security Cess Bill, 2025, both likely to be introduced by Finance Minister Nirmala Sitharaman. The Manipur Goods and Services Tax (Second Amendment) Bill, 2025, is also scheduled, with specific hours allocated for discussion.
The day’s proceedings will open with obituary references to former MPs Col. (Retd.) Sona Ram Choudhary, Vijay Kumar Malhotra, Ravi Naik, and actor-turned-politician Dharmendra.
Opposition parties under the INDIA bloc held a meeting earlier in the day to finalise their strategy for the session, though the Trinamool Congress skipped the discussion due to its internal party meeting.
The previous Monsoon Session was widely regarded as a washout due to disruptions and sloganeering. PM Modi urged parties to avoid a repeat, saying, “Negativity may work in politics, but nation-building requires positive thinking.”
